Special Town Meeting on April 3, 2024 at 7:00 p.m. at the Brookfield High School Auditorium

TOWN OF BROOKFIELD

WARNING:  NOTICE OF SPECIAL TOWN MEETING

The legal voters of the Town of Brookfield, and those entitled to vote therein, are hereby warned and notified to meet in the Brookfield High School Auditorium, 45 Long Meadow Hill Road, Brookfield, Connecticut, on Wednesday, April 3, 2024 at 7:00 P.M., for the following purposes, to wit:

1. To discuss and consider a resolution (a) authorizing an appropriation of $3,335,613 to fund the costs of the Town’s capital expenses for the fiscal year 2024-25, including costs of the following acquisitions, installations and replacements of and improvements to Town-owned facilities:

  1. General
    1. Land Use POCD consultant,
    2. Land Use Consultant to Combine P&Z,
    3. Historical Society - Old Town Hall roof replacement,
    4. Bonding costs (previously financed),
    5. Tax Collector/Assessor - Office counters;
  2. Public Safety
    1. Handgun replacement,
    2. Vehicle replacement,
    3. Cold water rescue suits,
    4. Thermal imaging cameras;
  3. Public Works
    1. Candlewood Lake Road Causeway engineering
    2. Replace 44BK 6-Wheel Dump Truck,
    3. Replace 83BK Ford F-350,
    4. Purchase a new chipper,
    5. Purchase a GPS tracking system,
    6. Replace 40BK facility managers vehicle,
    7. Elevator maintenance/upgrades at Town Hall and Police Station;
  4. Culture and Recreation
    1. Replace greens groomer, tine rake, rear brush,
    2. Replace 2 bays in parks department floor,
    3. Town beach roof repairs,
    4. Kids Kingdom Surfacing,
    5. Town beach drainage/erosion control,
    6. Town beach sand replacement,
    7. Bleacher replacement,
    8. Cadigan tennis/basketball/beach/bball,
    9. Still River Greenway extension Engineering Design;
  5. Education:
    1. High School:
      1. Roof over section D (library),
      2. tie-in rooftop units to building maintenance system,
      3. remove and replace 10,000-gallon underground tank,
      4. restrooms improvements,
      5. ceiling tiles to be replaced with roof sections; and
    2. Middle School:
      1. roof over section A/C/D/E/F,
      2. replace one inoperable boiler (1991),
      3. ceiling tiles to be replaced with roof sections.

(collectively, referred to herein as the “2024-25 Capital Projects”), and authorizing the Town to issue general obligation bonds or notes and temporary notes or enter into one or more equipment leases, as applicable, in an aggregate amount not to exceed $2,358,900 to finance said appropriation, (b) authorizing the transfer of surplus amounts in the amount of $976,713 from fiscal year ending June 30, 2024 to the capital and nonrecurring fund to be used to finance the 2024-25 Capital Projects, (c) authorizing the First Selectman and the Treasurer to determine the amount, date, interest rates (taxable or tax-exempt), maturities (subject to the limits set forth in the General Statutes), form and other details of the bonds, notes or leases, as applicable; to sell the bonds, notes or leases at public or private sale; to deliver the bonds, notes or leases; and to perform all other acts which are necessary or appropriate to issue the bonds, notes or leases, and to reduce the scope of the 2024-25 Capital Projects and spend the entire amount of the appropriation on such 2024-25 Capital Projects as so reduced in scope if such 2024-25 Capital Projects cannot be completed for the amount appropriated; and (d) authorizing the First Selectman, the Treasurer and other proper officers of the Town to apply for and accept federal and State grants to defray said appropriation and enter into any grant agreements for the accomplishment of the 2024-25 Capital Projects and to take all other action which is necessary or desirable to complete the 2024-25 Capital Projects.

2.         To discuss and act upon a resolution setting Tuesday, May 21, 2024, from the hours of 6:00 a.m. through 8:00 p.m., as the date and polling hours for the referendum vote on the resolution contained in the call of the meeting.

Copies of said resolution is on file and available for public inspection at the Office of the Brookfield Town Clerk.
