The Town of Brookfield is seeking to engage the services of a Consulting Engineering firm to provide construction inspection services for:

Brookfield Town Center Improvements Phase II
State Project No.18-136
FAP NO. 0202(015)

The improvements include, but are not limited to; the construction of pedestrian and bicycle improvements along both sides of Route 202 beginning 700 feet south of the intersection of Route 202 with Route 25 and extending southerly approximately 650 feet. The project includes concrete sidewalks, drainage improvements, provisions for on-street parking, landscaping, pedestrian level lighting, curbing, paver snow shelf, and a crosswalk.

The construction cost is expected to be approximately $1,000,000. Firms responding to this request should be of adequate size and sufficiently staffed to perform the described assignment.
The Consulting Engineering firm will be evaluated and selected based on their technical competence, the capacity and capability to perform the construction inspection work within the time allotted (which is estimated at 2 to 3 months sometime in the summer of 2019), past record of performance, and knowledge of Federal, State, and Municipal procedures, appropriately weighted in descending order of importance. A Disadvantage Business Enterprises (DBE) goal has not yet been assigned to this project.

A letter of interest, together with general information on the firm and proposed sub consultants, the firm's brochure, current Federal Form SF330, experience of the firms, and resumes of key personnel shall be addressed to: Greg Dembowski, Town of Brookfield Project Manager, 100 Pocono Road, Room 103, Brookfield, CT 06804. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub consultants should be clearly identified. The relationship to any "parent" firm or subsidiary firm, with any of the parties concerned, must be clearly defined.

Six (6) copies of the submittal must be received my mail or brought to the address above, if hand delivered, no later than Friday November 2, 2018 at 2:00 pm. An electronic copy must also be sent to Greg Dembowski at gdembowski@brookfieldct.gov. Responses received or postmarked after this date will not be considered.

Personnel in responsible charge of the project will be required to possess and maintain a valid Connecticut Professional Engineer's License or have a NICET Level III Inspector Certification.
Prior to the negotiation process, the selected firm will be required to have a CT Department of Transportation-approved audit and affirmative action plan, as well as current corporate registration with the Secretary of State (partnerships excluded), and will also be required to maintain professional liability insurance coverage from a firm licensed to do business in the State of CT. Proof of coverage must be submitted prior to the start of the negotiations process.

The inspection fee will be negotiated on a cost plus fixed fee basis to the awarded firm, and if no agreement is reached, the Town of Brookfield will move the 2nd most qualified firm.


Q&A:

  1. Q: Can you confirm if there will in fact be a DBE requirement for the engineering firms on this project?
    A: We anticipate there will not be a DBE requirement, however we are awaiting confirmation from CTDOT.
  2. Q:   Is the Town looking for firms to include DBE sub-consultants in their submission package without an established goal in place?
    A: You do not need to include the DBE subs in your submission.
