BROOKFIELD PLANNING COMMISSION

THURSDAY, JUNE 3, 2010

MEETING ROOM #133 – TOWN HALL, 100 POCONO ROAD

Convene Meeting     Commission Secretary/Acting Chairman A. Kerley called the meeting to order at 7:30 p.m. and established a quorum of members: A. Kerley, Secretary/Acting Chairman; Regular Members R. Baiad and P. Conlon; Alternates D. Frankel* and A. Dew.*   Also present: Town Director of Public Works R. Tedesco.

 

*D. Frankel and A. Dew were appointed voting members.

 

Absent:  Chairman J. Van Hise, Vice Chairman W. Conner and Alternate J. Emond.

Please note: Acting Chairman A. Kerley noted a correction in the address to 41 Pocono Ridge  Road. 

The Commissioners briefly reviewed the application to check to see if it is complete as submitted.  A motion was made by R. Baiad, seconded by D. Frankel, to take Application # 201000460 in for review.  Motion carried unanimously.

 

Paul Szymanski, P.E., President of Arthur H. Howland & Associates, P.C., present for the applicant.  Mr. Szymanski briefly outlined the proposal for this 6.5 acre lot (which had been before this Commission previously but was subsequently withdrawn).  The issues to be resolved included sight line limitations which he stated have been rectified.  The proposal is to retain the existing home and to construct a new dwelling on the newly-created lot.  A common driveway would serve both lots.  There are two plans proposed, since some grades of the driveway exceed 17%.  The applicant may request a waiver of the driveway grade standards, but that will be decided after his meeting with Town Director of Public Works, R. Tedesco.  Whichever plan is selected will be a “major improvement” over what is out there now, Mr. Sczymanski stated, especially from a sight line perspective.  Several Commissioners asked questions regarding the different plans, sight line information and the property owner’s plans for the existing dwelling.  D. Frankel also asked why there is not a proposal for two separate driveways, instead of the common driveway. Mr. Sczymanski responded that since Pocono Ridge Road is a busy road, the one curb cut is proposed to minimize the possibility for any accidents. 

The Commission noted that the proposed bonding estimates need to be corrected.  Water Source Committee comments have come in, dated 6/2/10.  The Commission asked that their comments be addressed at the next meeting, specifically pertaining to the exemption noted in item 1. a, and the driveway grade limit noted in item 3.

 

A motion was made by R. Baiad, seconded by D. Frankel, to set a Public Hearing for Application #201000460  for July 15, 2010, at 7:45 p.m. Motion carried unanimously.

 

A motion to set a site walk for Monday, July 12, 2010, at 6:00 p.m. (meet at the site) was made by P. Conlon, seconded by A. Dew, and carried unanimously.

 

P. Conlon will do the checklist for this subdivision.

8.        Correspondence:

a.            Memo to Planning Commission from Zoning Commission dated June 1, 2010 re: Proposed zoning Regulation Changes Section 242-202 “Definitions” and Section 242-501, Table 1, “Table of Permitted Uses” related to drive-through  restaurants.

 

The Commission reviewed the Overall Water System map, submitted today from Water Source Advisory Committee.  R. Tedesco provided detail on this plan.

 

Please note: The Commission opted not to discuss the Plan of Conservation and Development at this meeting since the Chairman and Vice Chairman were not present.
